GUJRAT: (UrduPoint/Pakistan Point News-Feb 2nd, 2026) The University of Gujrat (UoG) has successfully implemented a dedicated online portal to conduct a transparent, merit-based and technology-driven scrutiny process for applicants to the post of Assistant Professor (BPS-19). Introduced for the first time in the University’s history, this landmark initiative reflects UoG’s firm commitment to transparency, fairness and institutional excellence.
Under the dynamic and visionary leadership of Vice Chancellor Prof. Dr Zahoor ul Haq, the University completed the scrutiny and quantification of applications received for Assistant Professor positions at both Hafiz Hayat Campus and Mandi Bahauddin Campus. Department-wise lists of initially received applications, along with detailed scrutiny and quantification of eligible and ineligible candidates, were finalized and made accessible through the online portal.
The digital scrutiny mechanism comprehensively evaluated candidates’ academic qualifications, career distinctions (including gold and silver medals), teaching and research experience and overall research output. Special emphasis was placed on the verification of research publications, particularly those indexed in internationally recognized databases such as Web of Science and Scopus, alongside publications listed in HEC-recognized Y or X- category journals.
To promote genuine research excellence, quality research publications were assessed using quartile-based rankings (Q1–Q4). Publications in Q1 journals were awarded 2 marks, Q2 journals 1.5 marks, Q3 journals 1 mark, and Q4 journals 0.5 marks. This evaluation framework aligns with global standards and reflects the reality that international university rankings and academic reputation are driven by research quality, citation impact, and global visibility — not by publication volume alone.
More critically, this criterion directly addresses the structural weaknesses inherent in the prevailing reliance on HEC-recognized Y or X-journals as Primary indicators of research performance. While HEC recognized journals serve a regulatory function, a significant proportion of HEC-listed y-category journals lack rigorous peer-review standards, international readership, citation impact and indexing in reputable global databases. As a result, an unchecked emphasis on HEC-recognized Y or X-category publications has inadvertently encouraged quantity-driven, low-impact research produced largely to satisfy promotion requirements rather than to advance knowledge, solve real-world problems, or enhance institutional standing.
The University of Gujrat’s revised scrutiny framework deliberately breaks away from this compliance-oriented culture by prioritizing impactful, globally visible research. By assigning substantially higher weight to publications in high-ranking international journals, the policy discourages the practice of accumulating low-quality HEC-listed Y or X-category papers and sends a clear message that academic appointments must be based on scholarly merit, intellectual contribution and research relevance — not numerical publication counts.
This approach underscores the importance of recruiting faculty members who publish in world-leading journals and conduct research that addresses emerging societal, technological and industrial challenges. It strengthens academia-industry collaboration, promotes applied and solution-oriented research and ensures that graduates are trained by scholars actively contributing to the global knowledge economy. Furthermore, the comparative and merit-driven criteria — implemented under the able leadership of Prof. Dr Zahoor ul Haq, recipient of the prestigious Tamgha-e-Imtiaz — serve as a safeguard against the induction of academically weak or third division candidates into the faculty. In addition, research projects undertaken by candidates were also carefully assessed as part of the evaluation process.
The scrutiny process was conducted through strong inter-departmental coordination. The Office of Research, Innovation and Commercialization (ORIC) facilitated the verification of research publications, while the Human Resource Department ensured rigorous validation of academic credentials and professional experience.
To further enhance transparency and accountability, the online portal allows candidates to view not only their individual evaluation scores but also anonymized comparative scores of other applicants. In the event of any discrepancy or perceived anomaly, candidates may approach the Grievance Committee for rectification of verified errors.
This pioneering use of technology has significantly improved efficiency, accuracy and trust in the recruitment process. It establishes a new benchmark for merit-based faculty hiring at the University of Gujrat and strongly reinforces Prof. Dr Zahoor ul Haq’s vision of modern, transparent and globally competitive governance in higher education.
