The directive has been issued by Additional Director General of Private Institutions Sindh, Professor Rafia Mallah, following complaints that several private schools were charging tuition fees higher than those approved by the Registration Authority and imposing additional or hidden charges on parents
KARACHI: (UrduPoint/Pakistan Point News-July 10th, 2026) The Sindh government has taken serious notice of unauthorized fee increases by private schools, warning that institutions found violating regulations could face suspension or cancellation of their registration.
The directive was issued by Additional Director General of Private Institutions Sindh, Professor Rafia Mallah, following complaints that several private schools were charging tuition fees higher than those approved by the Registration Authority and imposing additional or hidden charges on parents.
In an official circular issued to the heads and principals of all private schools, the education department said it had received reports that some institutions were collecting fees beyond the approved tuition amount without obtaining prior permission from the relevant authority.
The circular stated that, under Rule 7(4) of the Sindh Private Educational Institutions (Regulation and Control) Rules, 2005, schools are prohibited from collecting any fee other than the approved tuition fee without prior approval from the Registration Authority.
It further warned that under Rule 7(6), charging unapproved tuition fees or imposing additional fees without authorization constitutes a punishable offence under Section 21 of the Sindh Private Educational Institutions (Regulation and Control) Ordinance, 2001, making the institution liable to legal action and financial penalties.
Professor Mallah directed all private schools to charge only those fees approved by the Registration Authority. She also instructed institutions to prominently display their approved fee structure on school notice boards and at reception areas, and to provide copies of the approved fee schedule to parents upon request to ensure transparency.
The circular emphasized that schools must not demand any hidden or extra charges from parents beyond the officially approved fee structure.
The Sindh government warned that any school found violating these instructions would face strict legal action under Section 8 of the Sindh Private Educational Institutions (Regulation and Control) Ordinance, including the suspension or cancellation of its registration certificate.
In addition, all unregistered and illegally operating schools have been directed to submit online registration applications through the official government portal within 15 days.
The education department also instructed individuals, organizations and societies planning to establish new schools to ensure they meet all infrastructure and educational standards prescribed by the School Education Department before seeking registration. Authorities warned that institutions failing to meet the required criteria would not be granted registration, while deputy commissioners would be requested to close such schools and facilitate the transfer of enrolled students to nearby registered institutions.
