Pakistan launches barter trade system

Goods exchange with Afghanistan, Iran, and Russia allowed without currency use.

ISLAMABAD : (UruPoint/UrduPoint / Pakistan Point News-Oct,21, 2025) The Government of Pakistan has taken a major economic decision by implementing the Business-to-Business (B2B) Barter Trade Mechanism 2023, allowing trade with Afghanistan, Iran, and Russia through goods exchange without the use of Currency.

According to an official notification, the new policy enables the legal exchange of goods between the participating countries. The federal government has also issued key amendments to the mechanism, restricting barter trade exclusively to Afghanistan, Iran, and Russia.

Under the new framework, Pakistani companies can now form a “consortium” to enter into joint barter agreements. Individual traders have also been granted permission to participate in barter trade.

The notification specifies that trade with companies sanctioned by the United Nations will not be permitted. Pakistani firms must provide written guarantees ensuring that their foreign partners are not subject to any UN restrictions.

Customs authorities have been empowered to fully monitor barter transactions, while the Federal board of Revenue (FBR) will submit quarterly reports to the Ministry of Commerce. Licenses of companies failing to maintain trade balance may be revoked.

Furthermore, all companies within a consortium will share joint responsibility for any violations. The government has tightened transparency and monitoring measures under the new barter system, which is expected to enhance Pakistan’s trade with Afghanistan, Iran, and Russia.
