Officials say Track and Trace System has been implemented to monitor fuel movement and eliminate illegal practices in supply chain
ISLAMABAD: (UrduPoint/Pakistan Point News-Jan 26th, 2026) The Federal government on Monday launched a model application ‘Raahguzar’ in a bid to facilitate the travelers to track registered petrol pumps in Pakistan.
The reforms are aimed at improving transparency, efficiency and regulatory oversight in the petroleum sector, including the introduction of a Track and Trace System to curb smuggling across petrol pumps and the fuel supply chain.
According to a statement issued by Pakistan’s Petroleum Division, a Track and Trace System has been implemented to monitor fuel movement and eliminate illegal practices in the supply chain. As part of these measures, the Rahguzar mobile application has been launched to help consumers identify legally approved and authorized petrol pumps across the country.
The statement said that a joint Track and Trace System developed by the Oil and Gas Regulatory Authority (OGRA) and the Punjab Information Technology board (PITB) is now ready to monitor oil tankers. Fuel tankers, terminals, and retail outlets are being connected through an integrated digital network to ensure end-to-end monitoring.
Under the reform plan, petrol pumps will be equipped with automated tank gauges and digital fuel nozzles to improve accuracy in fuel measurement and prevent malpractice. The Petroleum Division also highlighted that offshore oil and gas blocks were offered for bidding in 2025 for the first time in 18 years, with bids received for 23 offshore blocks.
To further strengthen transparency, the Director General Petroleum Concessions (DGPC) is set to introduce a new online portal that will fully digitize the bidding process for exploration and production blocks, ensuring open and transparent competition.
In addition, an Explosives Track and Trace System has been activated to monitor the supply chain of explosive materials in real time. The statement noted that two phases of this system have already been successfully completed.
To tighten enforcement against illegal petroleum activities, amendments have been made to the Petroleum Act 1934, introducing strict penalties, including heavy fines and confiscation, for the illegal sale and transportation of petroleum products.
The federal government also implemented a transparent reporting mechanism in the gas sector to monitor supply and demand, pricing, and circular debt, with the aim of improving governance and financial discipline across the energy sector.
