A key reform involves the creation of a fourth defense branch, the Army Rocket Force (ARFC), alongside the Army, Air Force, and Navy. The Chief of Army Staff will also assume the title of Commander of Defense Forces, overseeing coordination across all branches. The position of Chairman Joint Chiefs of Staff will be dissolved, with its responsibilities transferred to the new Commander of Defense Forces.

Following cabinet approval, the amendment will be presented in the Senate, after which a joint parliamentary committee will review it and issue a detailed report.
