"The United Nations Central Emergency Response Fund announced an allocation of $11 million to help 268,000 women, men and children who had been displaced by conflict within South Sudan to return to their homes," the CERF said in a statement.

The 2019 South Sudan Humanitarian Response Plan needs $1.5 billion help 5.7 million people, but has received only 5 percent of the funds it needs, according to the CERF.
