KARACHI (Pakistan Point News / NNI - 18th March, 2019) Sindh Chief Minister Syed Murad Ali Shah presiding over a meeting to review progress of 170 on-going development schemes of health department costing Rs13 billion has expressed his displeasure on utilization ratio of the released funds and directed health and works department to complete at 17 important schemes by second week of June 2019.Health is most important sector and his government has given special attention to it, particularly construction of special wards, OPDS, ENT units, ICUs and upgradation of RHC and other health facilities, the chief minister said and added "if these schemes are not completed in time that will not be fair with the people of Sindh.

"The meeting was attended by Minister health Dr Azra Pechuho, Principal Secretary to CM Sajid Jamal Abro, Secretary health Saeed Awan, Secretary Finance Najam Shah, Secretary Works Sajjad Abbasi, Secretary P&D Shireen Narejo, Special secretary Health Dr Dabeer, Member Development of P&D Fatah Tunio and others.The health department has launched 170 schemes with an allocation of Rs13.5 billion against which Rs5.79 billion have been released while the utilization is Rs2.

4 billion which constitutes 41.6 percent of the released funds. The chief minister said that the works and health departments were not focusing on the completion of the development schemes. He directed that health and works secretaries to sit together and work out plan to complete maximum schemes at least those for which 100 percent allocation has been utilized.The health department has launched 17 schemes, each of the schemes has an allocation of less or more than Rs25 million and their total allocation comes to Rs151.

855 million against which the government has released Rs124.693 million but the expenditures are Rs37.558 million. The utilization of the released funds is 30.1 percent. The chief minister said that he was unhappy with the engineers of the works department who were not taking interest in completion of the schemes.There are other 14 schemes of Rs1.3 billion against which Rs470.8 million have been released but only Rs110.122 million has been utilized.

The government had decided to release funds of these schemes in two instalments. The chief minister observed that the first instalment released for these schemes seems to have not been utilized so how the other instalment or the remaining funds would be released.There is another category o 136 schemes of Rs10.9 billion for which the government had committed to release funds in four equal instalments. The government has released Rs5202.372 million and utilization is Rs2262.

226 million.The schemes which have been take up for completion, include improvement of JPMC for Rs422.7 million, establishment of 50-beded medical & surgical ICU and expansion of Casualty & OPD of Liaquat University Hospital Hyderabad for Rs283.5 million, construction of E&T/Eye & Fascia Maxillary Block at Abbasi Shaheed Hospital, kaarchi for Rs334.178 million, strengthening of RHCs at Bubak and Talti, District jamshoro for Rs43 million and such other various schemes.The chief minister directed secretary works & Services and Secretary Health to personally visit the on-going health facilities schemes and get them completed in time.
