Syria has been in a state of civil war since 2011, with the government forces fighting against numerous opposition groups and militant and terrorist organizations. Victory over the Islamic State terrorist group (IS, banned in Russia) was declared in Syria and Iraq in late 2017, but certain areas in both countries are still being cleared of militants.

Russia, Iran and Turkey are the guarantors of the ceasefire in Syria, having signed the Astana agreements on the creation of Syrian de-escalation zones in 2017. Russia has also been engaged in the reconstruction process in Syria and has helped Damascus with the return of refugees.
