Earlier in the day, a blast rocked the polytechic college in Kerch. The Russian Investigative Committee classified the explosion as a terrorist attack and initiated criminal proceedings.
"I am at the scene in Kerch. It is an immense tragedy. Eighteen people were killed and more than 40 were injured," Aksyonov told the Rossiya 24 broadcaster.
