The quotas are allocated based on the size of each country’s Muslim population.
- Indonesia – 221,000 pilgrims
Indonesia tops the list with the largest Hajj 2025 quota. As the country with the world's biggest Muslim population, it has been granted 221,000 slots by Saudi Arabia.
- Pakistan – 180,000 pilgrims
Pakistan has received the second-largest Hajj quota, with 180,000 pilgrims allowed to perform Hajj in 2025.
- India – 175,000 pilgrims
India ranks third with a Hajj quota of 175,000 pilgrims, reflecting its large Muslim population.
- Bangladesh – 127,000 pilgrims
Bangladesh follows with 127,000 pilgrims, making it the fourth on the list of countries with the highest Hajj 2025 quotas.
- Nigeria – 95,000 pilgrims
Nigeria has been allocated 95,000 slots, the largest Hajj quota in Africa.
- Iran – 87,550 pilgrims
Iran comes next with a quota of 87,550 pilgrims, based on its sizeable Muslim population.
- Algeria – 41,300 pilgrims
Algeria is seventh on the list, with 41,300 Hajj pilgrims allowed under the 2025 quota.
- Turkey – 37,770 pilgrims
Turkey has been granted a quota of 37,770, placing it eighth among the top Hajj-sending countries.
- Egypt – 35,375 pilgrims
Egypt has secured the ninth spot, with 35,375 pilgrims approved to perform Hajj this year.
- Sudan – 32,000 pilgrims
Sudan rounds out the top 10 with a Hajj 2025 quota of 32,000 pilgrims.
