Government adopts two strategies for developing human capital

During the Second UAE Government Annual Meetings, held in Abu Dhabi under the theme ‘Government of the Future’, the UAE Government adopted the ‘Digital Transformation Strategy for Government Human Capital’, the ‘Lifelong Learning Strategy for Government Employees" and the ‘Human Capital Framework for the Government of the Future".

ABU DHABI, (Pakistan Point News - 28th Nov, 2018) During the Second UAE Government Annual Meetings, held in Abu Dhabi under the theme ‘Government of the Future’, the UAE Government adopted the ‘Digital Transformation Strategy for Government Human Capital’, the ‘Lifelong Learning Strategy for Government Employees" and the ‘Human Capital Framework for the Government of the Future".

Dr. Ahmad bin Abdullah Humaid Belhoul Al Falasi, Minister of State for Higher education and Advanced Skills, and Chairman of the Federal Authority for Human Resources, said that the Authority collaborated with its partners in local governments to prepare the human resources axis, which is managed by the Authority. For a whole year, the Working Group focused on coordinating the efforts between the Authority and the Human Resources Departments to implement the initiatives adopted during the First UAE Government Annual Meetings.

He pointed out that the UAE focuses on human capital and the development of its capabilities and talents, so as to promote the skills of the national talents who lead the future development process, and the human resources systems, policies and legislation.

This was announced during the meeting of the Government Human Resources Working Group and goes in line with the Government efforts to harness technology and Artificial Intelligence (AI) to create an integrated future for human resources, based on competencies, talents and experts. It constitutes a part of the UAE’s vision for electronic and smart transformation that includes the launch of several initiatives and strategies to ensure the provision of electronic and smart services that would place national human resources at competitive levels.

The Digital Transformation Strategy for Government Human Capital aims to examine and evaluate the current situation and propose future developments for human resources and the related administrative and financial systems within the federal government. It also aims to link this system with E-Systems to develop competitive services.

The meeting also adopted the ‘Lifelong Learning Strategy for Government Employees’, which aims at empowering government talents and boosting services efficiency. This can be achieved by identifying the required competencies and the government support mechanisms designed to qualify employees and enable them to perform their duties and achieve government efficiency. The strategy further aims at identifying the necessary mechanisms to qualify employees according to the future government requirements.

In order to meet future needs and fulfill the aspirations of future generations, the Annual Meetings adopted the ‘Human Capital Framework for the Government of the Future’ system, which seeks to design future institutions and the necessary mechanisms to qualify human capital to meet future requirements.

The system also aims to shed light on the new regulations and policies needed by governments to better organize human resources work in the future, identify the required future government legislations, and investigate the means of making systems and legislations more flexible. It also tackles the key changes that government entities should adopt to better design new entities in the future in terms of the human capital.
