Russian Ombudswoman to Meet With Wife of Viktor Bout Jailed in US in Late September

Russian human rights commissioner Tatiana Moskalkova will meet with the wife of Russian national Viktor Bout, who is jailed in a US prison, in the last week of September, the ombudswoman's office told Sputnik on Friday.

Earlier in the day, Bout's wife told the Izvestiya newspaper that her family was waiting for US visas to visit Viktor in prison, while Moskalkova pledged to help them in arranging the trip.

"Tatiana Nikolaevna will meet with [Alla Bout] around the last week of the month," the office said.

Alla Bout told Sputnik on Friday that Viktor Bout's mother would have to prove her relationship with the son due to a technical mistake made by the US authorities.

The woman clarified that a person wishing to visit Bout in prison needs to have their name, surname and further personal data, including passport data, included in the list of permitted visitors.

According to Alla Bout, she had a call from her husband who said that his mother's name was absent from the list.

"Yesterday, as usual, Viktor called me, but, judging by his voice, I immediately realized that he was very concerned about something. It turned out that he asked the administration to provide him with the list of allowed visitors, and found out that Raisa Kuzminichna [his mother] was absent from the list," she said.

The woman noted that the list instead contained the data of "a certain Mrs. Aminova," recorded as Bout's mother. As a result, his real mother � unlike Alla Bout and her daughter who are included in the list � will have to document her relationship with the son before applying for visa.

The surnames "Aminov" and "Bulakin" as well as several other surnames were mentioned in judicial documents and the request for Bout's extradition from Thailand as the man's alleged aliases. Bout, himself, said that none of the surnames had anything to do with him, noting that some of the Names belonged to his business partners while others sounded absolutely unfamiliar to him.

Bout was arrested in Bangkok in 2008 in a joint operation between Thai and US authorities on charges of conspiring to kill US nationals by allegedly agreeing to supply Colombian rebels with weapons. In 2010, he was extradited to the United States where he was sentenced to 25 years.
