DUBAI, (Pakistan Point News - 09th Apr, 2025) The joint workshop between the International Civil Aviation Organization (ICAO) and the Aviation Working Group (AWG) on cross-border aircraft transfer and compliance with the Cape Town Convention commenced in Dubai.
Hosted by the General Civil Aviation Authority (GCAA), the workshop will run from 7th to 9th April 2025.
This workshop is held within the framework of cooperation between ICAO and AWG, which reflects their long-standing collaboration and shared commitment in building capacity to enhance the safety and efficiency of cross-border aircraft transactions.
Over the course of three days, the workshop will address two key areas: Rules, procedures, and practices related to cross-border aircraft registration and transfer; Best practices in deregistration and export-related provisions under the Convention on International Interests in mobile Equipment and its Aircraft Protocol, signed in Cape Town on 16th November 2001.
In his opening remarks, Omar bin Ghaleb, Deputy Director-General of the General Civil Aviation Authority (GCAA), emphasised the UAE’s commitment to supporting international initiatives that enhance the efficiency of the aviation sector and provide a stable and transparent legal environment for investment.
He noted that regulating cross-border aircraft transfer is a strategic priority, given its vital role in facilitating registration and ownership processes, reducing financing costs, and increasing access to capital for airlines and aircraft operators around the world contributing to the sector’s continued sustainable growth.
Mr. Jeffrey Wool, Secretary General of the Aviation Working Group, added, “This workshop provides a vital platform for stakeholder dialogue, aiming to enhance compliance with the Cape Town Convention and build a common understanding of aircraft transfer and registration mechanisms. International collaboration in this field is crucial to unlocking financing opportunities, reducing costs, and delivering wider economic benefits.”
