ABU DHABI, (Pakistan Point News - 22nd Nov, 2020) The UAE and Indonesia executed a mutual recognition agreement on the Authorised Economic Operator Programme, AEO, in a step to facilitate inter-countries trade, effective and swift implementation of programme mutual recognition agreement under the umbrella of the agreement on cooperation and assistance in customs affairs executed by both countries on 24th July 2019.
On UAE side, Suoud Salem AlAqroobi, Director of International Relations, Federal Customs Authority, FCA, executed the agreement with R.Syarif Hidayet, Director of International and Public Affairs Department, Indonesian Customs on the Indonesian side, via teleconference.
Companies registered under the AEO programme in UAE counted 81 companies while efforts are exerted to execute AEO mutual recognition agreements with South Korea, KSA and China, and India is underway to execute the agreement. Such agreements cover 29.8 percent of State aggregate non-oil trade globally.
Ahmad Abdullah Bin Lahej Alfalasi, the Director General of FCA, quoted that UAE is keen to concrete and bolster economic and trade relations with Indonesia, and leverage such relations to highest levels based on the historical ties between both the country since the establishment of the federation, in addition to the soaring magnitude of trade exchange and economic cooperation between the countries.
He highlighted that executing the AEO programme mutual recognition with Indonesia represents a milestone on customs relations between the two countries while the plan serves as an essential step to implement AEO programme mutual recognition, which will positively affect inter-countries trade movement in addition to securing numerous advantages to authorised companies under the programme in both countries.
The executed plan comprises four key phases through the first of which AEO programme shall be compared in both countries to ensure policies consistency, compliance of eligibility and authorisation, the procedures and list of advantages, as well as other standards internationally or locally in both parties, while the second phase incorporates joint programme assessment in both countries to warrant the consistency of authorised operational mechanism and procedures in both countries.
The third phase addresses operational procedures and a range of emerging advantages from the mutual recognition agreement to ensure proper application of the programme. Under the fourth phase, AEO mutual recognition agreement will be executed in addition to developing implementation process, assessing programme mutual recognition and its regular management mechanism through sharing implementation relevant statistics and information.
Alfalasi added that Indonesia is a strategic trade partner to UAE as proven by the increasing magnitude of non-oil foreign trade between the countries during a time witnessing magnificent opportunities to attain economic and trade gains advancing both countries to reinforce customs cooperation.
FCA statistics offer that UAE non-oil foreign trade with Indonesia amounts AED 9.7 billion representing 0.61 percent of UAE aggregate non-oil trade counting 1.8 million tons during the year.
"By executing AEO programme mutual recognition agreement, we aim at fostering economic growth in both countries and reaching the optimal model of economic cooperation and integration between them, in addition to navigating innovative solutions for current resources to contribute to the facilitation of trade movement and customs procedures. We pursue attaining maximum benefits for UAE’s AEO authorised companies to avail system advantages in terms of applicable partner states’ procedures and incentives," he said.
AEO programme will enable participating companies and parties in both countries to stand as an effective partner in moving commodities and goods globally and contribute to promoting the commitment of such companies and parties to international standards as WCO standards the security of supply chain and world trade; the standards upon which UAE’s AEO programme is based.
The agreement on AEO mutual recognition offers authorised companies in both countries many incentives and privileges including the completion of customs clearance procedures faster, priority of inspection, constant clearance, resilience of inspection location in addition to appointing communication officer from customs workforce to tackle any issues pertaining the goods of authorised economic operators or others.
