NPB Launches Law Compendium For Guidance Of Law Enforcers

ISLAMABAD, (UrduPoint / Pakistan Point News - 14th Nov, 2016 ) : National Police Bureau (NPB) in collaboration with the Research Society of International Law and the International Committee for the Red Cross alluringly has launched a publication entitled "Frequently Applied Police, Laws & Criminal Procedures: An Abridged Compendium".
The launching ceremony was attended by former IGP Afzal Shigri and Iqbal Mehmood, Director General, National Police Bureau along with Ahmar Bilal Soofi, Majid Bashir, Partner, ABS & Co and Reto Stocker.
It may be noted that the compendium judiciously compiled, has 327 pages, and contains 9 Chapters and 8 annexes which include relevant police statistics, legal abbreviations, police procedures and all laws relevant to the Police and other law enforcement agencies in Pakistan.
It entails pertinent Anti-terrorism laws, special laws, Constitution of Pakistan and the Rules of business, plus FIR, investigation and trial procedures. It concludes with specially prepared sections on the use of force by law enforcing agencies, preventive detention and human rights obligations.
The objective of the compendium was to collate frequently applied sections of laws and rules in one bind for convenient and manageable applications. This compilation is expected to be dispatched to 1836 police stations, 115 district SSP, DIGs, prosecution services, prisons and concomitant departments and stakeholders.
Ahmer Bilal Soofi, Advocate, Supreme Court, President of the RSIL in a moving speech, stated that Pakistan is currently in a state of war under Section 121 of the Pakistan Penal Code, 1860. He stated that the RSIL is dedicated to improving State capacity for the betterment of Pakistan as a whole.
He spoke at length on how best to honour law enforcement personnel and their families dedicating the manual in respect, to Shuhada, the injured and their families and their ultimate sacrifice. IG (Retd) Afzal Ali Shigri, complimented NPB & RSIL efforts to make a comprehensive document to be used by the Police, and narrated cops diligence in combatting crime.
IG Iqbal Mehmood, Director General, National Police Bureau credited ministry of Interior for all their support, and ensure that this Manual shall be used by all Police Stations in Pakistan. The team from the RSIL Jamal Aziz, Oves Anwar, Saad-ur-Rehman and Fahd Qaisrani were praised for their work by all of the distinguished guests.
Majid Bashir and Dr Syed Kaleem Imam who pioneered publication, were hailed for initiating the knowledgeable periodical and supervising it to its zenith.
