President Donald Trump's administration is recommending that the federal government overturn guidelines that direct schools not to punish minority students at higher rates, the Federal Commission on School Safety said in its final report on Tuesday.

"Policy guidance issued under the Obama Administration placed an emphasis on tracking school disciplinary actions by race," the report said. "The US Department of Justice (DOJ) and the US Department of education (ED), should rescind the guidance and its associated sub-regulatory guidance documents."

The 2014 guidance discourages schools from suspending or expelling students or reporting them to police. Former President Barack Obama's administration issued the guidance after it found that black students were more likely to face strict discipline at schools than whites.

"The Commission is deeply troubled that the Guidance, while well-intentioned, may have paradoxically contributed to making schools less safe," the report said.

The commission was created in the wake of the February 14 shooting at a high school in Parkland, Florida that left 17 people dead.
