The authorities of the self-proclaimed Donetsk People's Republic (DPR) on Thursday transferred 13 people to Kiev, who have been convicted prior to the conflict and preferred to serve their sentence on the Ukraine-controlled territories, Ukrainian Commissioner on Human Rights Lyudmila Denisova said.

MOSCOW (Pakistan Point News / Sputnik - 13th December, 2018) The authorities of the self-proclaimed Donetsk People's Republic (DPR) on Thursday transferred 13 people to Kiev, who have been convicted prior to the conflict and preferred to serve their sentence on the Ukraine-controlled territories, Ukrainian Commissioner on Human Rights Lyudmila Denisova said.

"Today, at Novotroitske checkpoint, the representatives of the occupation administration in the temporarily occupied territories in the Donetsk region handed us 13 convicts who were serving sentences in prisons in the uncontrolled part of the Donetsk region, and also handed their criminal cases," Denisova wrote on Facebook.

A Sputnik correspondent reported that the transfer of prisoners took place on neutral territory in the area of the Olenivka checkpoint in a suburb of Donetsk. DPR Ombudswoman Daria Morozova, as well as Denisova, were in attendance.

"Today. there was a unilateral transfer of people convicted before the conflict, who have expressed a desire to serve their sentences on the territory of Ukraine. As a rule, these are people from other regions of Ukraine ... We have expressed one-sided goodwill in order to not violate their rights ... 13 people were transferred," Morozova told reporters.

Kiev launched a military operation in Ukraine's southeast in April 2014, after local residents refused to recognize the new government in Kiev.

In February 2015, a peace agreement was signed between Ukraine's conflicting sides in the Belarusian capital of Minsk. Prisoner exchange is one of the key provisions of the agreement.
