MoF holds workshop on preparation of hospital budgets

The Ministry of Finance, MoF, in collaboration with the World Bank Group, WBG, held a workshop on Monday on the preparation of hospital budgets.

DUBAI, (Pakistan Point News - 11th Sep, 2018) The Ministry of Finance, MoF, in collaboration with the World Bank Group, WBG, held a workshop on Monday on the preparation of hospital budgets.

The WBG and their delegation are supporting the project to enhance the financial coordination of the health and education sectors of the nation. The workshop was organised at the Intercontinental Hotel in Dubai Festival City.

Saeed Rashid Al Yateem, Assistant Under-Secretary of the Resources and Budget Sector; Abeer Ali Abdooli, Director of the Financial Policies Coordination Department; and Ali Abdullah Sharafi, Director of the Budget Department, attended the workshop. The Ministry of Health and Prevention, the Ministry of Presidential Affairs Medical Office and representatives from the financial departments of the UAE government, the Department of Health in Abu Dhabi, the Dubai Health Authority and representatives from the WBG headed by Earnest Masih, WBG Director of Health, Nutrition and Population of MENA, also participated in the workshop.

It focused on three main themes: the project on the financial coordination of the nation, the financial coordination of the health sector, which presented the purpose of the WBG’s visit and roadmap, as well as the learnings from countries that have independent hospital budgets.

Al-Yateem opened the workshop stressing the rapid and remarkable development the world has seen in the health sector, both locally and internationally. He emphasised the impressive efforts exerted by the UAE, under the leadership of President His Highness Sheikh Khalifa bin Zayed Al Nahyan in developing the health sector. He added it is up to governments to deliver quality services, especially in sectors that are paramount to society’s wellbeing.

"The Ministry of Finance, in cooperation with the WBG, is implementing the Financial Coordination Project for the health and education sectors in the country. The financial coordination methodology of both sectors was carefully studied and contrasted with leading countries in the field. This will enable us to develop a guide on coordinating and implementing health and education policies in the country, set up a database, a unified financial model, as well as develop a training manual for the country’s technical team," he said.

He stressed that the implementation of a health system, which is based on the highest international standards, is a priority in the UAE Vision 2021 agenda. Government leaders, Federal and local health entities in the nation are working tirelessly to implement national and global standards across all public and private hospitals and ensure that medical staff is efficient and qualified. Furthermore, the aim is to strengthen preventive medicine and prepare the health systems of the nation, in order to make the UAE a leader in quality healthcare by 2021.

"The MoF will continue its efforts to prepare financial forecasts for the health sector and raise the effectiveness of its financial planning and supervision to ensure transparency and accountability in the provision of public services. This will enhance the efficiency of public expenditure to achieve the desired objectives through cooperation and coordination with other UAE government entities," he added.
