SC orders two inquiries over Pakpattan DPO transfer

CJP Nisar also ordered to issue a notice to Punjab Chief Minister Usman Buzdar as per Article 62-1(f).  

Islamabad (Pakistan Point News – 3rd September, 2018) The Supreme Court of Pakistan has ordered two inquiries in Pakpattan District Police Officer (DPO) Rizwan Gondal’s transfer case.

The Supreme Court on Monday resumed the hearing of suo motu notice case pertaining to the sudden transfer of Pakpattan DPO Rizwan Gondal.

A three-member bench of the apex court headed by Chief Justice Mian Saqib Nisar heard the case. Khawar Maneka, Ahsan Jamil Gojjar, Punjab Inspector General Kaleem Imam, former Pakpattan DPO, Punjab Chief Minister’s (CM) Personal Staff Officer (PSO) Haider and Chief Security Officer (CSO) appeared before the court.

The SC orderd two inquiries in the case. One inquiry will be on political interference in the transfer of Pakpattan DPO while the second inquiry will be on the misbehaviour of police with Khawar Maneka’s daughter, Mubashra Maneka.

Chief Justice of Pakistan (CJP) Mian Saqib Nisar has ordered Punjab Inspector General of Police (IGP) to submit inquiry reports within one week.

The court rebuked the Punjab IG, “What is the dignity of your department? You want to remain subservient. How can a CM order transfers?”

To this, the IGP said, “I had issued verbal transfer orders from Islamabad.”

The CJP ordered the IGP to identify the people who interfered in police matters.

When Khawar Maneka refused to asserting any pressure on the police, the CJP asked where is that property tycoon? Expressing anger at Gujjar, he asked, What’s your contact with Punjab CM?

The CJP said that everybody is lying in this case. We are watching the people who are influencing police

He further asked, “How is Ahsan Gujjar staying at CM House? Who is he to order the police? How was the DPO transferred through verbal orders? How can he dictate the police?”

Ahsan Gujjar said I am the custodian of these children, adding that he has no contact with the Punjab CM. I interfered as the DPO did not want to resolve this.

The CJP then asked Khawar Maneka that how is he a custodian if you are alive.

Khawar Maneka said he is our family friend.

The DPO said I tried contacting Khawar Maneka but he didn’t receive my calls.

The CJP then ordered to take an action against Gujjar. The police should arrest Ahsan Gujjar, I want to restore the dignity of police, the CJP further said.

The CJP also ordered to issue a notice to Punjab Chief Minister Usman Buzdar as per Article 62-1(f).

Khawar Maneka said that there is a conspiracy against him.

Punjab IG Kaleem Imam said, “I leave myself to the mercy of court.”

In the other inquiry report, the CJP ordered Additional IG Abubakar Khuda Bakhsh to investigate the incident with Khawar Maneka’s daughter, saying, “She is our daughter too.”

The CJP also apologized to Khawar Maneka over misbehaviour with his daughter. He said that the girl has the right to walk bare footed to the shrine.
