The militants had been apprehended in the vicinity of the provincial capital of Jalalabad, the Khaama Press news Agency reported, citing the provincial governors spokesman, Ataullah Khogyani.
The outlet added, citing a separate statement of the provincial government, that the security forces also discovered a car bomb in Jalalabad's Surkh Rod district late on Wednesday.
The authorities suggest that the militants planned to detonate the bomb in the city amid upcoming celebrations timed to Independence Day or Eid al-Adha.
The security situation in Afghanistan has been unstable for years due to the activities of various terrorist and militant organizations, including the Taliban movement.
