Victory over terrorism in Syria will be considered complete when Syrian refugees return home, Syrian Minister of Local Administration and Environment Hussein Makhlouf, head of the country's coordinating committee for refugee return, said on Monday.

"The victory will be considered complete, when Syrian refugees return [home]. This is our main goal," Makhlouf said.
All the documents necessary for the refugees' repatriation have been prepared, amnesty decrees issued, and centers for refugee acceptation as well as the coordinating committee established, the minister added.
Makhlouf noted that Syrian government forces were controlling 12 of Syria's 14 provinces, and work on social infrastructure recovery was underway in each of these provinces to ensure appropriate conditions for the refugees' return.
He also said that around 3.5 million internally displaced people had already returned home, namely, in the Aleppo, Homs and Latakia provinces.
"Today we believe that Syrians' return is essential for the recovery ... of our country," Makhlouf explained.
Since 2011, the Syrian government has been fighting numerous opposition groups and terrorist organizations in a bloody civil war.
According to the Russian Defense Ministry's latest estimates, there are 1.7 million Syrians in nine countries that have expressed their desire to return home.
