Merit To Be Ensured In Distribution Of Houses To Flood Affectees : Minister

KARACHI, (UrduPoint / Pakistan Point News - 25th May, 2017 ) : Distribution of 2120 residential units among the affectees of district Thatta and Sujawal of 2010 devastating flood in the modern village under Turkish Housing Scheme at Makli will be performed purely on merit, said Sindh Minister for Rehabilitation and Population Welfare Mir Mumtaz Hussain Jakhrani.
Favoritism and nepotism will not be followed in this regard, he said in a statement on Thursday. The statement said that the modern village Turkish Housing scheme comprised of 2120 houses, beside two schools, one health facility, one sport complex, three mosques and two shopping malls.
To ensure transparency in the process of allotment of these housing units, the government of Sindh has constituted a committee headed by the Commissioner Hyderabad. The committee proposes that the eligibility criteria for balloting should include permanent and present address of district Thatta or Sujawal in CNIC, he/she is already a beneficiary of Watan Card Phase-II, he/she falls under National Poverty score card and he/she have not been provided shelter/help for shelter by any government agency or NGO.
The Committee also proposed two per cent quota for minorities, and two per cent for disabled and 10 per cent for widows. Out of the 146,690 flood affectees of household damage category (Watan Card holders) 36,069 stood eligible on poorest of the poor criteria in the light of the data provided by NADRA.
Out of these 36,069 persons 784 beneficiaries falling under the said criteria were already compensated by various NGOs/INGOs by providing them houses hence were excluded. Thus a total of 35,284 eligible beneficiaries were included in the final list for balloting.
The NADRA has been approached for conducting the ballot; however they have tendered their inability. Alternately, the Sindh Information Technology Department is requested to undertake the exercise.
Mumtaz Jakhrani informed that the date and place of the balloting and the final list of selected beneficiaries shall be published in the press in both regional and national languages and also locally in Thatta and Sujawal District by such means. The transparent and totally computerized merit system will leave no question against the process, he concludes.
