Judicial commission directs Sindh Govt to provide residential plots to Phuleli canal affectees

The Judicial Commission on Water and Sanitation has directed the Sindh Government to provide residential plots to the people being affected due to removal of encroachment from Phuleli Canal in Hyderabad.

HYDERABAD, (UrduPoint / Pakistan Point News - 17th Feb, 2018 ) :The Judicial Commission on Water and Sanitation has directed the Sindh Government to provide residential plots to the people being affected due to removal of encroachment from Phuleli Canal in Hyderabad.

The Commission's Head justice (R) Amir Hani Muslim on Friday directed Deputy Commissioner Hyderabad to prepare list of people displaced from the canal's banks.After verification by District and Session Judge of Hyderabad the affected people will be given the plots with each measuring 120 square yards.During the hearing, Chief Secretary Sindh Rizwan Memon apprised the commission that Sindh government had already prepared a policy over the matter adding that displaced people in Sukkur were given plots under the same policy.The commission observed that the employees of Hyderabad Development Authority (HDA), Water and Sanitation Agency (WASA) and other development authorities in some districts were not being paid salaries and pensions for several months."An undertaking was given by secretary local government that the employees of WASA would be disbursed salaries and pension within a week.

But this has not been done," justice (r) Muslim noted.He pointed out that Sindh Local Government Department and the heads of these authorities hold each other responsible for paying the salary and pension.

The former contended that the authorities were responsible for the revenue generation and payment of salaries and pensions and the latter claimed that billions of rupees remain outstanding against Sindh and Federal governments in utility bills, he added.

"In the given circumstance ... (Sindh) finance department is directed to adjust salary and pension of the employees at source by adjusting the outstanding amount payable to the authorities] of different government departments," the commission ordered.

The provincial government had been ordered directly deposit the salary and pension in the bank accounts of employees instead of handing over a sum of money to the authorities for the payment. The CS Memon suggested that the proposed landfill sites for Hyderabad district should be relocated because they were close to educational facilities in Jamshoro.Memon told the commission that a new site would be identified within a week keeping in mind that besides in addition to Hyderabad the solid waste from Jamshoro and Thatta districts could also be carried to that place.

Memon informed that the DCs of rest of the districts in Sindh had been directed to identify the landfill sites at the earliest.The commission ordered that the process ought to be expedited throughout Sindh.
