PESHAWAR, (UrduPoint / Pakistan Point News - 18th Sep, 2017 ) : Khyber Pakhtunkhwa government Monday outlined the salient features of the proposed "Education Service Act" that drew flake from the teaching community, denying making the government schools autonomous.
The Act provides for creation of a Special Welfare Fund for teachers and there is no consideration in Act for privatization of Elementary and Secondary education Department (E&SED) and not changing their status to autonomous position.
"There is no provision in the Act to terminate a regular employee with or without notice except for adopting a proper procedure which is exactly as per existing law, Pension and other retirement benefits remain unchanged," the official hand out concluded.
The government release issued here said the Act provides for establishment of Education Service as an independent service.
It provides for time scale promotion of teachers and the members of service shall be Civil Servants for all intent and purposes.
A separate section has been added in the Act for the regularization of existing contract and adhoc employees of E&SED. The proposed legislation provides for schools specific recruitment, however, teachers shall be transferred on account of closure or merger of the school.
The new draft has been finalised and will be tabled in the KP assembly session starting from September 19. According to ESED, when adopted, the act would serve to regularise over 40,000 teachers and other staff hired on contracts since 2013.
